【摘要】:Thesharingofeducationrelateddataandservicesmakesthemlesscostly,increasesthesupply,enhancesthequalitythroughincrementalimprovements,andallowsashortertimedelivery.However,sharingofdata,content,toolsandservicescanonlybeachievedwhencleartechnicalagreementsaremadebetweenallpartiesconcerned.Themoreglobalthisagreementis,thegreaterthebenefit.Ontheotherhanddifferentcommunitieshavetheirownidentity,language,andvocabularieswhichareimportanttoexpressexactlywhatismeant.ForinstancetheeducationalsysteminNorthAmericaisdifferentlystructuredthaninEuropeanditusesdifferentterminology.EveninEuropegreatdifferencesexistbetweendifferentsectors.Forexample,athesaurusapplicableforvocationaleducationisdifferentfromtheoneforschools.Thesenaturallygrowndifferencesmaketheapplicationofstandardsmorecomplexandoftenlesseffective.Inadditionvocabulariesarecreatedagainandagainsometimeswithdifferencesthatarenotessentialbutthatinhibitinteroperability.Thisreportprovidesconcepts,techniquesandguidelinesfortheharmonisationofvocabularies.Thetermvocabularyisusedinthisreportinthebroadsense,referringtovaluelists,classifications,taxonomies,glossaries,dictionaries,ontologies,andthesauri1.
